NOTE TO PUBLIC REPUDIATION MEETING THE INTERNATIONAL WORKSHOP ON SHIFTS involuntary. NOTE: THE FORUM IN PEOPLE'S CUP 2014 MANAUS gathers SIGNATURES OF OTHER MOVEMENTS IN THIS NOTE.

It was with surprise and dismay that we learned of the International Workshop on Involuntary Displacement, activity promoted by the Ministry of Cities and the World Bank in Brasilia on 27 and 28 March 2012.
The event program, which relies exclusively on agents of federal, state and municipal technicians and invited the World Bank, signals a commitment to legitimize and soften the human rights violations that people suffer in their daily lives in forced removals under the term euphemized of "Involuntary SHIFTS."
It is noteworthy that the promoters of the "Workshop" to wait "to seek practical solutions to tackle the existing challenges in Brazil related to involuntary displacement" does not devote any time to evaluate the specific causes that lead to removal or to recognize that in many projects PAC and mega events (World Cup and Olympics) the forced removals are completely unnecessary for your object-end.
In this sense, the event has already been formulated in a conformist perspective, to avoid the fundamental debate over the harmful impacts of the current development model on human rights. By implicitly consider the so-called "involuntary displacement" as inevitable or justifiable, the proposal omits the selective nature of these impacts, which affect more strongly precisely populations and poor and vulnerable social groups.
The event also ignores the problems that must seek solutions to both addicts projects since its inception - to understand the population affected only as an obstacle in the path of supposed "progress" - on projects whose interest in the speculation is forced removals Real estate and gentrification of urban space as a whole. In the same measure, it is important to emphasize that the World Bank has historically supported and financed the mega mega events and projects that violate the rights of groups and communities mentioned above. Despite all the marketing that this bank is on its social and environmental responsibility, many of their actions contribute to the weakening of social control mechanisms achieved by civil society and impact so severe and sometimes irreversible environmental and populations.
Faced with this bias, it is no surprise that the event also ignore the participation of populations, social movements and Brazilian universities with a history of monitoring the impacts of forced evictions in urban and rural Brazil. We understand that these subjects would be needed for a serious reflection on the theme, face to face with the secretaries of governments, such as Sao Paulo or Rio de Janeiro, promoters, respectively, of the Massacre Pinheirinho and illegal forced evictions associated with completion Cup in 2014 and the Olympics in 2016 in the city of Rio de Janeiro.
Thus, we reject the realization of this "workshop" and their decisions, while palliative initiatives and makeup to the problem of forced evictions in Brazil. We hope that the Ministry of Cities, the figure of its National Housing Department and other agencies, and promote serious discussions with the effective participation of social stakeholders impacted (other ministries, boards and institutions, human rights, among others) as well as actions to build alternatives to forced evictions - which in itself is violent - by ensuring the full right of populations affected by infrastructure projects and urban restructuring.
The interests of the Brazilian people must come first! Not to removals, housing rights and the territory!
